PhD, MSc, B.Sc – Operations Manager, Social Development Specialist, Social Researcher and Author
Dr. Garce-Ann Cornwall is the Operations Manager with responsibility for project planning, development and project management across multiple approved company projects according to timelines and budget parameters.
She previously worked as the Regional Programme Coordinator at UN Women in the Eastern Caribbean and played a pivotal role in coordinating the CARICOM, European Union, and UN Women Regional Spotlight Initiative Project. She collaboratively designed and implemented capacity biding initiatives geared to strengthen national and civil society actors in addressing violence against girls, women and families. Prior to this, she was employed as the Programme Director for Social Development at the OECS Commission in Saint Lucia which showcased her strategic vision in social development, focusing on policies relating to social protection, citizen security, and youth development.
Dr. Cornwall also served as the Director of Research and Evaluation at the Ministry of National Security, Jamaica, where she directed the research program to shape citizen security agendas. Prior to that she held the position of Programme Dean for Community Development at the International University of the Caribbean, where she fostered an inclusive environment while overseeing both faculty and staff. She proved herself as a capable mentor and educator. She supervised several undergraduate and graduate theses and transmitted her passion and talent for research to young sociologists.
She has spearheaded projects relating to the UN’s Sustainable Development Goals, child labour; climate change and public debt; gender-based violence; child protection, citizen security and disaster risk reduction. She has provided consultancy services for esteemed multinational organizations such as the Caribbean Policy Development Centre, the ILO, the UNDP, and UN Women, across different regions.
Her passion for social development and people upliftment influenced her Doctoral dissertation in 2012 Towards a Sustainable Approach to Youth in Participatory Development at the Local Level in Jamaica and a publication in the Caribbean Dialogue journal entitled, Youth in Participatory Development at the Community Level.
In 2021 In 2021, she published her first memoir, From Bandana to Madras: God’s Mercy and Faithfulness to me from Jamaica to Saint Lucia. It depicts her journey from Jamaica to Saint Lucia to begin working with a regional organisation and unearths the joy and renewed sense of hope in the power of community, family, and networks in a foreign country.
Dr. Cornwall’s commitment to professional development is evident through certifications such as the Introduction to Results Based Management by Caribbean Evaluators International & Le Groupe-conseil baastel (Baastel), the Professional Certificate in Fundamental Principles for Writing Policies and Procedures from The University of the West Indies, Social Sector Management program by the Inter-American Development Bank, and training in Techniques in Project Management by the Government of Jamaica. Dr. Cornwall is a member of the Research and Publication Committee of Caribbean Evaluators International.

Cassandra Gajadhar is a seasoned administrative and youth development professional with more than 20 years of experience in administration, project management, leadership development, youth engagement, and organizational capacity building. As Administrative Manager at DPB Global, she provides strategic operational leadership, strengthens organizational systems, and supports the effective execution of projects and initiatives across diverse sectors.
She holds a Bachelor of Science in Youth Development Work from The University of the West Indies and has earned certifications in Project Management, Mentorship and Coaching, and Youth Work Education. Her expertise combines administrative excellence with a deep understanding of youth development, community engagement, and organizational effectiveness.

Cassandra is the Founder of Youth Development Services (YDS), a Caribbean-based NGO dedicated to supporting vulnerable and at-risk youth through mentorship, leadership development, advocacy, and community intervention programs. Through YDS, she also equips youth workers, practitioners, and leaders with evidence-based approaches to youth engagement, utilizing survey research, data analysis, and lived-experience assessments to design meaningful and impactful programs.
An accomplished leadership coach and author, Cassandra has written three youth-focused books, including Dear Youth, a practical resource designed to help young people navigate life with purpose, resilience, and confidence. Her passion for developing people, strengthening organizations, and creating sustainable pathways for youth empowerment continues to shape her work locally, regionally, and internationally.
Linda is DPB Global’s Legal Associate and Compliance Review Officer, responsible for supporting contract review, legal document analysis, compliance checks, risk assessment, and legal drafting. Her role is to help the company identify contractual risks, clarify obligations, review payment terms, examine procurement conditions, and assess legal or commercial issues before agreements are signed. Linda reviews contracts, memoranda of understanding, non-disclosure agreements, consultancy agreements, grant agreements, procurement documents, partnership arrangements, and client correspondence to ensure that DPB Global understands its rights, responsibilities, and possible exposure. Linda prepares contract review notes, red-flag summaries, compliance checklists, payment-term comparisons, risk memos, NDA drafts, contract clarification letters, and legal document summaries. She identifies issues related to deliverables, liability, intellectual property, confidentiality, termination clauses, dispute resolution, governing law, insurance requirements, performance obligations, and payment conditions. Her work helps protect DPB Global’s legal and commercial interests while supporting sound business decision-making. Linda’s role is especially important in international consulting, where contracts often involve complex procurement rules, multi-country assignments, donor requirements, payment milestones, and compliance obligations.
Stan serves as DPB Global’s Sales Associate and Business Development Officer, responsible for identifying new consulting opportunities, researching prospects, building outreach lists, managing follow-up sequences, and supporting the company’s project pipeline. His role is to help DPB Global expand its business across the Caribbean, Canada, Latin America, Africa, and international development markets. Stan focuses on opportunities related to labour-market research, TVET, education, migration, statistics, social policy, economic development, data systems, institutional capacity-building, and workforce development.
Stan supports the sales and business development process by creating prospect lists, developing outreach email sequences, tracking expressions of interest, following up on proposals, and preparing pipeline status reports. He categorises leads by sector, country, funding source, opportunity value, submission deadline, probability of success, and next action. Stan works closely with Eva on procurement monitoring and with Penny and Sonny on outreach content that strengthens proposal follow-up and client engagement. His work helps ensure that DPB Global maintains a strong and active pipeline of consulting opportunities while building long-term relationships with funders, governments, institutions, and development partners.
Rachel is the Receptionist and Client Intake Coordinator for Dunn Pierre Barnett & Company Canada Ltd., serving as the first point of contact for many clients, partners, consultants, procurement officers, funders, and business leads. Her role is to manage incoming inquiries, route messages, support appointment booking, organise first-contact communication, and ensure that no important opportunity or client request is overlooked. Rachel helps maintain a professional first impression for DPB Global by ensuring that inquiries are handled quickly, courteously, and directed to the appropriate person or department.
Rachel also supports client relationship management and lead intake by recording contact details, inquiry types, urgency levels, referral sources, and recommended follow-up actions. She helps organise communication from potential clients, existing clients, consultants, government agencies, development institutions, and business partners. Her work strengthens DPB Global’s ability to respond to opportunities, manage client communication, and capture new leads effectively. By keeping front-office communication organised and responsive, Rachel plays a key role in ensuring that the company remains accessible, professional, and client-focused.
Sonny serves as DPB Global’s Social Media Manager and Digital Engagement Officer, responsible for managing the company’s online presence across LinkedIn, Facebook, Instagram, and Twitter/X. His role is to strengthen DPB Global’s visibility, promote the company’s research outputs, communicate its expertise, and support business development through consistent and professional digital engagement. Sonny helps ensure that DPB Global’s online platforms reflect the company’s identity as a serious research, labour-market, TVET, statistics, migration, and economic development consulting firm.
Sonny prepares and schedules social media posts, develops campaign themes, repurposes research findings into short-form content, monitors engagement, tracks audience reactions, and supports digital branding. He creates content around reports, proposals, project wins, surveys, conferences, data insights, Caribbean development issues, BIPOC research, labour-market trends, TVET, migration, and public policy commentary. His work helps turn DPB Global’s technical expertise into visible public engagement, allowing the company to reach clients, partners, funders, policymakers, researchers, and wider professional audiences in a more consistent and strategic way.
Penny is DPB Global’s Blog Writer and Content Creator, responsible for transforming the company’s research, reports, policy insights, labour-market analysis, TVET work, migration studies, and economic development ideas into clear, professional, and engaging written content. Her role is to help DPB Global communicate its expertise to clients, governments, development agencies, investors, educational institutions, and the wider public. Penny ensures that complex technical material is converted into accessible language while maintaining the authority, evidence base, and professional tone expected from a leading research and consulting firm.
Penny supports DPB Global’s thought-leadership strategy by drafting and editing blog posts, articles, case studies, newsletters, website content, policy briefs, research summaries, public commentary, and LinkedIn articles. She also helps develop monthly content calendars, identify themes from the company’s research pipeline, create blog series, and prepare shorter versions of long technical reports for social media, newsletters, and client engagement. Through her work, Penny strengthens DPB Global’s brand voice and helps position the company as a leading authority in labour-market intelligence, workforce development, TVET, education reform, migration analysis, survey research, and Caribbean development.
Eva serves as the Executive Assistant and Operations Coordinator for Dunn Pierre Barnett & Company Canada Ltd., functioning as a central support system for the Managing Director and the wider consulting team. Her role is to keep the daily operations of the company organised, responsive, and deadline-driven. She manages scheduling, meeting preparation, email triage, task tracking, procurement monitoring, proposal deadlines, consultant coordination, and internal workflow management. Eva ensures that important meetings are not missed, client communications are properly handled, action items are followed up, and the company’s administrative systems remain aligned with the pace of DPB Global’s consulting, research, and business development activities.
In addition to executive support, Eva plays a major role in procurement intelligence, financial coordination, and operational follow-up. She monitors opportunities from major procurement platforms, including the World Bank, African Development Bank, European Union, Canada Buys, OECS, Caribbean Development Bank, UN agencies, and national procurement portals. She also assists with tracking invoices, payment follow-ups, contract milestones, consultant payments, banking correspondence, and cash-flow priorities. Eva supports the preparation of letters, emails, briefing notes, expressions of interest, technical proposals, meeting agendas, and client follow-up documents, making her one of the most important coordination points in DPB Global’s daily operations.
